Halloween Group Trips: Haunted Attractions by Bus

A Halloween group trip runs on deadlines, not on dates. The attraction's ticket rules set your arrival window, the city's rules set where the coach can wait, and both close well before October 31 — one of them closed in July. Sort those two in that order and the bus is the easy part.

At a glance: most of what goes wrong on a Halloween group trip was decided weeks earlier, by a ticket term or a parking ordinance nobody read. OurBus Charters quotes by the hours the vehicle is held, so those two documents set your price as much as your headcount does.

What does the Halloween calendar do to a group booking?

It front-loads everything. Below is the same trip laid out by deadline rather than by destination, which is the order a planner actually experiences it.

When

What closes

Why it matters

Mid-July

Group reservations for the Great Jack O'Lantern Blaze's fall events

Paid by July 11 or you're buying FLEX tickets instead.

Early September

Weekend slots at timed-entry attractions

Entry times sell out and they set your whole schedule.

This week

Group minimums and which nights the rate covers

Decides your date before you speak to anyone.

Two weeks out

Refund cut-off on the bus, October 16 for Halloween itself

Attraction tickets are usually non-refundable regardless.

Final week

The city's street-closure list for parade nights

Your pickup point isn't fixable until this lands.

On the night

10-minute drop zones, idling bans, lot closing times

Where the driver waits, and for how long.

Notice the shape of it. Two of those deadlines have gone for the 2026 season and one lands this week, which is why honest advice in early October differs from the advice you would have got in July. The Blaze, for instance, requires group reservations "paid at least 30 days advance of the requested visit date for our historic sites and by July 11 for our popular fall events." That window shut in midsummer. Its workaround is the FLEX ticket, which admits you "any evening we're open, even if the date/time is sold out" — and for a bus with an uncertain arrival time, that flexibility is worth more than the discount would have been.

Which attractions tell a driver where to go?

Two out of eight. We analyzed the published group and parking terms at eight Halloween attractions across the markets OurBus Charters serves, and found only two that say anything about where a coach drops off or where the driver parks. That gap is the practical difference between planning from a web page and planning from a phone call.

The group-rate figure is worth reading carefully: the "15 to 99" language sits on some parks' group-sales pages and not on others' event pages, so treat a missing number as unconfirmed rather than as absent.

Eastern State is the one to study, because it answers every question a driver has. Its group page tells charter buses and RVs to "drop off/pick up in front of the penitentiary and park off-site in a bus lot," names the curb as Fairmount Avenue between 21st and 22nd Streets, and sends the driver to the Callowhill Bus Center at 2nd and Callowhill for $20 covering the whole day with unlimited re-entry. Groups of 20 or more save up to $14 a ticket. Nothing is refundable: "There are no refunds or exchanges on tickets for special events like Halloween Nights," including unused or partially used tickets.

Timed entry means a half-hour window you're admitted in rather than a reservation for the whole evening, and Eastern State sells general admission that way, with the FAQ noting that many entry times sell out. Headless Horseman asks visitors to arrive 30 minutes before their reservation time, and the experience runs roughly two to two and a half hours — which is the number your driver actually needs.

Then the fine print, where we found the trap. Headless Horseman's group rate is "only available on October 2, 9, 16, 18, and 30" with 15 or more tickets on one reservation. When we ran those five dates against the 2026 calendar, they turned out to be four Fridays plus one Sunday. No Saturday qualifies. At that attraction the group discount and the night everyone wants are mutually exclusive, and a group that insists on Saturday pays $73.90 plus tax per online ticket in October.

If your group includes children, two more terms decide the guest list. Eastern State recommends ages 12 and up, does not admit children under 7, and requires chaperones to be 21 or older. Headless Horseman is not recommended under 13, bars kids 8 and under from its evening attractions, and requires anyone 15 or under to be accompanied by an adult.

Why does Salem regulate your bus by ordinance?

Because Massachusetts' busiest October destination started charging for coach parking this year, and the rules bind your driver rather than your group. If you are heading to Salem, this section is the trip.

A daily coach permit is now mandatory. Destination Salem states that "beginning in 2026, the City of Salem requires all commercial tour buses to purchase a daily parking permit before using designated City-owned motorcoach parking spaces." The fee is $50 per visit from November through September and $100 per visit in October. Permits are bought through the Passport Parking app or website before parking and are valid only for the day of purchase, so a two-day trip needs two. Parking or loading outside a designated space, or using one without a permit, "may result in a $300 fine per violation" — three times the October permit.

Here is the part that catches planners who assume a paid permit holds a space. It does not. Salem's bus spaces "are enforced 9:00 AM – 6:00 PM seven days/week per City Ordinance" and "are available on a first-come, first-served basis." There is no reservation system. You are buying the right to use a space if one is free.

The rest of Salem's rules shape the visit more than the permit does:

· Drop zones run 10 minutes, "strictly enforced." In October those are Washington Square West southbound, Washington Square South eastbound, and 29 New Derby Street eastbound.

· Idling is prohibited outright, with a $25 fine. Engines off when stationary, which means the driver cannot keep the coach warm on a cold October night while the group is inside.

· Parking is sold by duration. One hour on Essex Street and Lynde Street westbound; two hours on Congress Street southbound and Washington Square South; long-term on Fort Avenue southbound, Canal Street and Forest Avenue. Long-term is where the driver goes for a real visit.

· Salem Common is a trap. Drivers "can be fined up to $100 for parking around Salem Common."

· Use the truck routes, 114, 1A and 107, not the shortcut a navigation app prefers.

Then the closures, which decide your arrival window. The City of Salem's October road closure notice, published September 17, 2026, closes Essex Street from Hawthorne Boulevard to New Liberty Street to through traffic from 9:00 a.m. to 10:00 p.m. every Saturday and Sunday in October, plus Monday, October 12. On Halloween itself, "downtown Salem streets will close to all traffic no later than Noon on October 31st." Haunted Happenings' own group guidance describes Halloween-night closures beginning around 5:00 p.m.; where the two disagree, plan against the City's notice, which is newer and specific to 2026. The MBTA also closes its Salem garage from 6:00 p.m. to 1:00 a.m. on Halloween night, so the park-and-ride fallback disappears exactly when you would want it.

For a group, all of that points one way. Go on a weekday if you can. If you must go on a weekend, be dropped off before the 9:00 a.m. closure or accept a longer walk. Groups running this out of Boston should have the permit and the parking zone written into the itinerary rather than left to the morning.

What has to happen in the final week?

Two things that cannot be done earlier, and one that people wrongly leave until then.

The first is the parade. New York's Village Halloween Parade steps off at 7:00 p.m. on Saturday, October 31 and runs "STRAIGHT up 6th Ave from KING St to West 15th," finishing around 11:00 p.m. The organizers say that "buses along Sixth Avenue will be re-routed from just after 6:00pm until the parade is over." That statement is about scheduled transit, not charters, but the inference is safe enough to plan on: if city buses are pulled off the avenue, a chartered coach is not holding a curb there either. Spectators can stand on either side of Sixth Avenue between King Street and West 15th, and the organizers note the crowd is thickest "between Bleecker and 14th Street," so arriving early or standing farther along the route is the realistic plan.

As of late September the city had not published its official street-closure list for the parade, and that list typically lands close to the date. So the pickup point for a New York charter bus rental gets confirmed in the final week rather than fixed in early October. A pickup point refers to the legal curb where the group rejoins the bus, and on a parade night it belongs several blocks off the route, with a time set for after 11:00 p.m. Try to collect 50 people on Sixth Avenue at 10:00 p.m. and the crowd that made the parade worth attending is standing between them and the door.

The second is the rider briefing, which costs nothing and prevents most of the friction: entry time, where the coach will be, what time it leaves, and the attraction's age rules.

The thing people wrongly defer is the driver's parking. Get that answer in writing when you book, not in the last week, because at six of the eight attractions above it requires a phone call.

What happens on the night itself?

The vehicle stops being a detail and becomes the schedule. Three rules govern it, and none of them are yours to bend.

Drop zones are short — ten minutes in Salem, strictly enforced. Idling bans mean the coach is switched off while it waits, so a warm bus is not something to promise the group. And the waiting spot is usually not the drop spot, which means your itinerary needs a pickup time as much as a pickup place. For example, a Salem group dropped at Washington Square South at 10:00 a.m. has a driver sitting in a long-term space on Canal Street by 10:15, and any change to the return time has to reach the driver there rather than at the curb where the group was left.

Match the vehicle to the group and the evening gets simpler. Youth groups and church trips generally run this on a church bus rental or a school bus rental; offices book the same evening as an outing through corporate transportation services; friend groups want a private charter bus rental so the vehicle stays theirs between stops. In each case the thing to settle before the deposit is the driver's parking, because that is what decides how far the group walks at the end of a cold night.

Why does one bus beat a convoy of cars?

Because the risk and the hassle both scale with the number of vehicles, and the published evidence on Halloween is unusually consistent.

The CDC's analysis of childhood pedestrian deaths on Halloween found that "the number of childhood pedestrian deaths increased fourfold among children on Halloween evenings when compared with all other evenings." Across the 22 years studied there were 89 pedestrian deaths among children aged 5 to 14 between 4:00 p.m. and 10:00 p.m. on October 31, against 8,846 in the same hours on all other evenings — roughly four a night against about one. That study covers 1975 to 1996, so read it as the long-run pattern rather than current-year data. More recently, the New York Governor's office stated in October 2025 that 29 percent of fatal crashes on Halloween involved impaired drivers (2023 data), and that pedestrian deaths rise 43 percent on Halloween compared with other nights. Neither figure argues against going out. They argue for arriving and leaving in one vehicle with a professional driving it.

The convenience case is just as concrete. Eastern State's own guidance sends drivers to the Philadelphia Zoo garage at $30 on site or $22 booked ahead, tells them to arrive 30 minutes before the time on the ticket, then ride a shuttle — and notes that "cars and vans no taller than 8 ft, 2 in may park at the lot." A chartered group skips all of it and is dropped at the gate on Fairmount Avenue.

What does a haunted house bus trip cost per person?

Between about $20 and $50 a head, depending on the vehicle and the length of the evening. Halloween bus rental is priced by hours held rather than miles driven, and admission is separate — at some attractions it is the larger number.

Put those beside the tickets and the ranking inverts. A Headless Horseman ticket at $73.90 plus tax in October costs more than the seat on the bus that gets you there, which is the argument for spending your planning energy on the ticket rules.

Treat the figures as estimates, and watch the minimum. OurBus Charters' published charter bus rental prices page lists a 5-hour minimum in dollars that runs at or above five times the hourly rate, so a short evening run gets quoted against the minimum rather than against the hours used. Count back 15 days from Halloween for your refund cut-off and you get October 16, which matters because your attraction tickets almost certainly are not refundable at all. Salem's $100 October permit and Eastern State's $20 bus lot are itemized on top. Your quote is locked in once it is issued. There are no hidden fees or last-minute price surges unless you make changes that affect mileage, hours, or vehicle type.

You will get a useful quote faster if you already know three things: the attraction, your entry time, and where the driver is allowed to park. Send those with your headcount and pickup point through the free OurBus Charters quote form, or call 844-200-2364. OurBus Charters verifies each operator's DOT status, insurance and safety history before a trip is confirmed — worth something on a night when the driver may be parked several blocks from your group.

Editorial note: attraction terms were fact-checked against each organization's own website on September 28, 2026, Salem's rules against Destination Salem and Haunted Happenings, and the closure times against the City of Salem's notice of September 17, 2026. Parade details come from the Village Halloween Parade's own site. Several widely repeated Halloween crash statistics were left out because the federal pages hosting them would not load for verification; the CDC and a state source are cited instead. Ticket prices, group minimums and operating nights change every season. To learn more about us, visit the OurBus Charters homepage, or contact the team at 844-200-2364.

Halloween group trip FAQ

How many people do you need for a haunted house group rate?

Twenty at Eastern State Penitentiary, and fifteen on a single reservation at Headless Horseman. Six Flags parks and SCarowinds publish rates for groups of 15 to 99 on their group-sales pages. The Blaze and Kings Dominion publish no minimum, so ask rather than assume.

Can a charter bus drop us at the entrance?

Only two of the eight attractions we checked publish anything a driver can act on. Eastern State directs charter buses to drop at the penitentiary entrance on Fairmount Avenue and park off-site; the Blaze publishes free on-site motorcoach parking but no entrance drop-off. Everywhere else, get the answer by phone before booking.

Does a motorcoach need a permit in Salem in October?

Yes, and it doubles for the season. From 2026 the City of Salem requires a daily permit for commercial tour buses using designated City-owned motorcoach spaces, at $100 per visit in October against $50 the rest of the year. Permits come through the Passport Parking app, and spaces stay first-come, first-served.

Can our group drink alcohol on a charter bus?

It depends on the state and on the operator. New York's Vehicle and Traffic Law § 1227 allows passengers, not the driver, to have open containers in a DOT-permitted vehicle built for ten or more passengers carried for hire. Other states have their own rules, and any operator may prohibit alcohol regardless, so confirm in writing first.

Are haunted houses suitable for kids?

Often not, so check before you count heads. Eastern State recommends ages 12 and up, bars children under 7 and requires chaperones aged 21 or over. Headless Horseman is not recommended under 13 and requires anyone 15 or under to be accompanied. The Blaze is recommended for all ages.

When should a Halloween group have booked?

For the Blaze's fall events, by July 11. For timed-entry attractions, as soon as the calendar opens, because entry windows sell out and they dictate the whole evening. For the bus, once your entry time is fixed — October weekends are peak season for charters too.
